If these are accepted, the question of judgments by default of appearance to the writ should not be raised for the present, nor the question of Chinese contributors to Hongkong companies.

With regard to Mr. Mansfield's suggestion that an arrangement should be come to with regard to reciprocity in the matter of bankruptcies between Hongkong and Canton, it is excellent; and if, as Mr. Mansfield seems to think, it can be carried through, the trouble which has been devoted to this subject will not have been wasted.
It must not however be lost sight of that for the proposal to be completely effective, the question must be looked at from its international point of view. I have already indicated in my former memorandum the difficulties with which we have to contend in this connexion.
